What's Included vs. Excluded in Permit Fees
Permit fees cover the government's cost to review and inspect your application. They do not include:
- Contractor labor and materials — the cost of actually paving the driveway, which ranges from $3–$15 per sq ft depending on material and region
- Culvert pipe and installation — 15-inch HDPE culvert pipe runs $8–$15 per linear foot for materials alone; installation adds $500–$2,000 depending on depth and length

Why Fees Vary So Much
The single biggest driver of permit fee variation is not the project size — it's which road type you're connecting to. Clinton County, Ohio charges $20 for a county road access permit because the county engineer reviews it with no plan review software and minimal overhead. Los Angeles County charges $150–$400 for the same fundamental permit because it runs through a digital permitting platform with plan review staff, inspector scheduling systems, and extensive documentation requirements.
State DOT permits (Caltrans, TxDOT, FDOT, PennDOT) are the outlier: PennDOT charges nothing for residential HOPs, while Caltrans charges $50–$400+. The difference is policy — PennDOT treats access permits as a public service; Caltrans treats them as a cost-recovery mechanism.
